Downing AHP was located adjacent to the Mineral Wells Airport, on 97 acres leased from the city for $1/year.
The heliport contained parking spaces for 300 helicopters together with a 64,000 sq. feet maintenance hanger, 16 briefing rooms, a fire station, administrative offices and a control tower.
The airport was also used as a base of operations for fixed wing operations of the center, and could handle any of the fixed wing types operated by the Army. Additionally, it was certified and equipped for instrument flight operations.
